Thanks for replying, I have been using the sp farm account locally and remotely but i only get the issue remotely which makes me think it shouldn't be a permissions issue.
It's as if IIS is only allowing local users to see the css file, I will check the av product on the servers built in firewall, is there a firewall in IIS or is it possible to set something to only be viewable to the local machine but not a remote machine? Where is the css file stored? Is it in the 12 hive? Or is it stored on the site?
